Proctor, a former Lakewood resident who had moved to Arkansas, died of his injuries at an area hospital, NJ.com reported at the time of the killing.
The report said Proctor had been running from his attackers when he was shot.
The prosecutor's office said the investigation went cold for several years, but the continuing investigation combined with the testing of items of evidence that could not be tested in 2010 resulted in the filing of charges against Cole and Evans.
