Fully Affordable Complex Coming To City Property In Bed-Stuy: HPD

BED-STUY, BROOKLYN — A new affordable complex coming to Fulton Street is the latest step in a sweeping housing plan the city has for the neighborhood.

City officials recently announced plans for an 11-story development that will rise at a city-owned site near Howard Avenue.

The complex, to be called "the Norma," will include 44 condos that will be be available to buy for those with low-to-moderate incomes, according to the Department of Housing Preservation and Development.

It is the latest project under a Bed-Stuy Housing Plan released last year, which aims to curb rampant displacement in the neighborhood.

“These plans move forward many of the priorities in the Bed-Stuy Housing Plan to protect residents from displacement and promote equitable ownership among M/WBE and nonprofit developers," said HPD Commissioner Louise Carroll. "The Norma gives low-income families the chance to buy their first home, build wealth, and grab a real stake in their neighborhood’s future.”

The Norma complex will be developed with the help of Almat Urban and the Bedford-Stuyvesant Restoration Corporation, officials said.

It includes coops and condos for those earning between $64,000 and $118,000 per year for a family of three, according to the release.

Under the plans, the Brownsville Multi Service Wellness and Health Center will operate a new urgent care facility on the ground floor and each condo will come with individual storage spaces in the cellar, a washer and dryer hookup, Juliette balconies and free WiFi access, the department said.

There will also be a community terrace on the second floor and the building will comply with Passive House energy efficiency and sustainability standards with a fully electric mechanical heating and cooling systems, officials said.

The Bedford-Stuyvesant Housing Plan was released in 2020 after months of research into how to make Bed-Stuy more affordable while protecting tenants and homeowners.

The plan includes new requirements for affordable housing developments, increased services for tenants and homeowners and two city-led developments, including the Norma, that will bring 280 affordable housing units to the neighborhood.
