The building is right in the heart of the Financial District, across the street from the Federal Reserve. Onlookers tweeted about the heavy fire presence at 7 p.m.

The building was rebranded as 28 Liberty St. in 2015, a couple years after being purchased by Fosun, a Chinese investment firm. It was the third-tallest building in Lower Manhattan until the completion of the original World Trade Center in 1972.

The building, completed in 1961, was granted landmark status in 2008. The plaza at the base of 28 Liberty St. was recently the subject of a heated debate due to the developers wanting to change the design despite its landmark status. Community Board 1 decided on July 27 to hold off on voting on whether to allow three glass cubes to be built on the plaza in order to further review the proposal.
