Woman Strangled To Death In Kips Bay Apartment, Police Say

Police arrested the woman's boyfriend.

KIPS BAY, NY — A man strangled his girlfriend to death in a Kips Bay apartment over the weekend and has been charged with murder, police said.

The man, Charles Pratt, is believed to have strangled his 38-year-old girlfriend sometime on Sunday morning, according to police. Officers responded to a 911 call reporting that the woman, Latisha Fowler, was unconscious inside an apartment at a public housing facility at 344 E. 28th Street, according to the NYPD.

When authorities arrived about 9:30 a.m. on Sunday, Fowler was found dead in the apartment bedroom, authorities said. An NYPD spokesman told Patch that she is believed to have been strangled to death.

Pratt, 33, was still in the apartment when authorities responded and was taken into custody for questioning before he was arrested and charged with murder. Patch was not immediately able to identify an attorney for Pratt on Monday morning.

Fowler lived in Canarsie, according to her last listed address.

Pratt's last listed address is a homeless shelter on 30th Street, police said. It's unclear whose apartment the two were in on Sunday morning.
