Three City Residents Charged in Home Improvement Sting
31 people arrested operating without a permit.

Three Long Beach and two Oceanside residents were among 31 people arrested Wednesday in a home improvement sting conducted by Nassau County Police Department.

The Fourth Precinct conducted a joint operation with the Nassau County Consumer Affairs Department, called Operating a Home Improvement Business without a Permit, between April 29, 2013 and May 1, 2013, and arrested the following individuals:
- Allen Colnick, age 69 of 415 West Broadway Long Beach
- Timothy O’Farrell, age 25 of 19 Vermont Street Long Beach
- Robert Freudiger, age 41 of 177 West Park Avenue Long Beach
- Barry Minsky, age 40 of 2297 Knight Street Oceanside
- Todd Boehm, age 44 of 202 Elizabeth Street Oceanside
- Michael Them, age 29 of 16 Fairview Lane Oyster Bay
- Michael Simone, age 45 of 410 West 53rd Street New York
- Michael McCormick, age 46 of 2602 Bedell Street Bellmore
- Byung Lee, age 43 of 145-43 Willets Point Boulevard Whitestone
- Louis Recco, age 49 of 207 North Delaware Avenue North Massapequa
- Robert Maffia, age 67 of 26 Roxbury Street Huntington Station
- John Joyce, age 37 of 392 Maplewood Road Huntington Station

In addition Guthrie was charged with operating a motor vehicle with an expired inspection, excessively tinted windows and having only one registration plate.
Paul Mazzarese, age 33 of 114 Greenway Boulevard Elmont was observed operating a 2008 BMW to the scene of the investigation. It was determined the defendant was operating with a suspended license and was found to be in possession of marijuana.
In addition to Operating a Home Improvement Business Without a Permit, Mazzarese was charged with two counts of Aggravated Unlicensed Operation of a Vehicle, Unlicensed Operation of a Motor Vehicle and Unlawful Possession of Marijuana.
In addition to Operating a Home Improvement Business Without a Permit John Esposito, age 70 of 61 3rd Avenue Merrick was observed operating a 1997 GMC with a registration and inspection sticker that were forged. He was charged with two counts of Possession of a Forged Instrument 2nd Degree.
According to police, the defendants were met by members of the Nassau County Consumer Affairs Department at a location in Valley Stream.
Police said the defendants then gave estimates on the work involved and were asked if they have a home business license. If the person in question said "yes," they were checked. If the person in question said "no," they were arrested. Police said that since the offense is a violation, the defendants will more than likely receive a fine, but the decision is ultimately up to the judge.
Defendants Mazzarese and Esposito will be arraigned at First District Court in Hempstead on Thursday, May 2, 2013.
