NYCHA PACT Resource Team Announces Technical Assistance Providers

Program helps residents plan for the future of their communities with the support of independent, third-party professionals

Public Works Partners, along with LISC NYC, has announced the establishment of a pool of prequalified independent consultants who can be tapped to provide direct, technical assistance to New York City Housing Authority (NYCHA) residents as part of a program called the PACT Resource Team. The Permanent Affordability Commitment Together (PACT) program is a critical tool that, through partnerships with private and non-profit development partners, allows NYCHA to not only modernize homes, but also provide enhanced community services and amenities.

In February 2022, Public Works Partners and LISC NYC issued a PACT Resource Team Request for Qualifications (RFQ) from technical assistance providers to help ensure residents have a voice throughout the PACT investment process.

“The goal of the PACT Resource Team is to ensure that residents can meaningfully plan for the future of their communities with the support of independent, third-party professionals,” said Celeste Frye, co-founder and CEO of Public Works Partners. “We are excited to announce the initial pool of prequalified technical assistance consultants who will empower residents to realize their vision and look forward to welcoming additional providers.”

A current list of PACT Resource Team prequalified technical assistance consultants is available at https://bit.ly/3KGkvMD. Members of the team will build the capacity of NYCHA resident leaders to facilitate broader resident engagement and will support residents to play a critical role in identifying needs and priorities for investment, selecting PACT Partner teams of developers, general contractors, property managers and social service providers, informing the physical design of developments, planning for new property management, and augmenting social services and economic empowerment resources.

Applications from additional interested providers will be accepted on a rolling basis. The full RFQ is available at https://bit.ly/3LzMIWB. Applications must be submitted via the online application portal, found at https://lisc.tfaforms.net/599, and will be reviewed on an ongoing basis.
