Highway Department: Making Every Drop of Water Count

Recycled water helps keeps roads clear.

Wayne T. Ballard, P. E., C.S.P. was honored as the Government Engineer of the Year during the annual dinner of the Rockland County Chapter of the New York State Society of Professional Engineers on June 16th.  

Ballard has been the Clarkstown superintendent of highways since 1998 and was recognized by his peers for the engineering and creative efforts he has brought to the Clarkstown Highway Department and local government.

Clarkstown town Supervisor Alex Gromack said Ballard has been instrumental in many improvements since taking office, including improving the level of service with fewer employees, purchasing equipment that can handle more tasks with environmentally-sensitive features and installing a salt brine pre-treatment system used during the winter months.  The brine costs pennies to produce on site using a mixture of salt residue and rainwater runoff from around the facility's salt dome and lot, which is captured in a network of drainage systems and stored in large tanks until ready for use.
