The 28-Story Tower Completes Westchester Place, an Arts-Focused, Three-Building Development
New Rochelle Mayor Yadira Ramos-Herbert and fellow municipal officials recently joined principals of developer Allstate Ventures to celebrate the Grand Opening of The Alary, a 28-story luxury rental building at 33 Westchester Place in downtown New Rochelle.
Mayor Ramos-Herbert led a ceremonial ribbon cutting to unveil the 315-unit property, which features studio-to-two-bedroom residences complemented by high-end amenities and services.

The Alary marks the completion of Westchester Place, Allstate Ventures’ arts-focused, three-building development that has helped shape downtown New Rochelle into a vibrant cultural and residential hub. Following the successful lease-ups of The Arc and The Atelier, The Alary strengthens the city’s thriving arts district with modern residences, amenities, retail, and arts programming just steps from the Metro-North station and 17 miles from Midtown Manhattan. Together, the three buildings deliver 524 new residences, including market-rate and affordable units with artist preference, plus nearly 7,500 square feet of neighborhood retail and creative space showcasing local galleries and studios. The recent opening of Sushi By Bou, an immersive omakase dining experience accessed through a gallery, further enhances the district’s cultural and culinary appeal.
“We’d like to thank Mayor Ramos-Herbert and other municipal officials for joining us,” said Rachel Spater, Development Manager at Allstate Ventures. “This event not only celebrates The Alary, but also the successful collaboration between Allstate Ventures and the city to establish a vibrant arts district in downtown New Rochelle. Westchester Place has played a key role in the city’s ongoing growth and cultural renaissance, and The Alary stands as a defining new addition to the skyline.”
