Ossining Police: Drugged Out Man Strewn on Sidewalk

PCP is "powerful smelling stuff," police said of the drug the man was allegedly using.

Village of Ossining police came across a man strewn on the Water Street curb and arrested him for being under the influence of narcotics in public and having some on him.

The 29-year-old Ossining man was found to be disoriented by police when they found him on August 10 around 11:30 p.m.

Det. Sgt. Jeffrey Giorgio said police tried to get the man to stand up but he was too unsteady so they had him sit back down.

“They smelled an odor of PCP emanating from him,” Giorgio said, which he said is an extremely strong and identifiable odor he likens to “if you took any permanent marker and multiply that by three. It’s powerful smelling stuff.”

Officers took the man into headquarters on a charge of public appearance under the influence of a narcotic, and there they found on him a small plastic bag of PCP. Police also charged him with drug possession, both misdemeanor offenses.

PCP, or phencyclidine, is also referred to as angel dust among other street names and is potent stuff.

PCP is a “dissociative” anesthetic that was developed in the 1950s as a surgical anesthetic. Its sedative and anesthetic effects are trance-like, and patients experience a feeling of being “out of body” and detached from their environment. Use of PCP in humans was discontinued in 1965, because it was found that patients often became agitated, delusional, and irrational while recovering from its anesthetic effects.
