As Rockland Delays Hotel Re-Certification, Guests Forced Out: Report

The hotel at the center of the county's fight with New York City had an expired health department permit.

ORANGEBURG, NY — Several long-term residents at the Armoni Inn & Suites have been caught up in the fight between local officials, the hotel and New York City over temporary housing for asylum-seekers, The Journal News reported.

Apparently those guests were staying there against town code. Orangetown Town Supervisor Teresa Kenny said May 8 that the hotel's permits and certificate of occupancy do not permit guests to stay for more than 30 days.

The city's plan was to put several hundred single adults from the 65,000 asylum-seekers who have arrived in NYC in the past year at the Armoni Inn & Suites hotel in Orangeburg for four months, with some services.

To stop it, the county issued a State of Emergency and sued the city. Then county officials took a look at the hotel's paperwork.

The hotel's license from the Health Department had expired April 30. The management had applied for renewal.

That's on hold due to the pending litigation. And the process will be very different — the establishment must now obtain a license under the Emergency Order, Day said. Meanwhile, the hotel may not operate. Armoni faces a $2,000-per-day fine, per violation.

Several guests had to leave, including a former Piermont resident and her sons who had been there for months, The Journal News reported.

Rockland Legal Aid called it an eviction.

However, some officials pointed out when a false tale was spread about residents being forced to leave a Newburgh hotel because the city housed some asylum-seekers there, the laws about eviction apply to tenants and landlords and hotel stays, however long, are not in that category.
