The workers were found dead, officials said.

"A stop order for all construction at JFK has been issued," the Port Authority of New York and New Jersey said in a statement. "The Port Authority is conducting a thorough investigation and will be cooperating with all other investigative agencies."

The emergency caused delays in Terminal 5 and Terminal 7 at the airport, according to a tweet by the airport.
