A 31-year-old man who had been shot in the face had been privately taken to a local hospital, police said.
Both men survived their gunshot wounds.
After interviewing witnesses, reviewing surveillance video and processing ballistic and forensic evidence, police determined there had been a verbal altercation between the two victims and others before the shooting.
Police said the gunman produced a handgun and fired two shots, striking the two men, then fled on foot towards Elm Street.
Police identified Washington as a person of interest in the case. When they couldn’t initially locate him, they disseminated information about him via the news and social media asking for tips on his whereabouts, which prompted Washington to surrender.
Washington was arraigned in Yonkers City Court and is currently being held at Westchester County Jail.
The Yonkers Police Department said it has increased motor and foot patrols in targeted areas of the city in response to recent incidents like this double shooting.
Police Commissioner Chris Sapienza said, "The swift response and thorough investigation by our members, coupled with the cooperation of the community, resulted in the apprehension of a dangerous individual."
