
UPPER EAST SIDE, NY — A new Upper East Side luxury development with deluxe amenities like washers and dryers in unit and a rooftop terrace has just launched an affordable housing lottery on the Housing Connect platform.
The lottery has 26 affordable apartments available, ranging from studios to two-bedroom units, at the newly completed high-rise building at 1026 Third Avenue. All units are pet-friendly for up to one pet, with no extra charge, according to the listing.
The building, which is on the corner of Third Avenue and East 61st Street, is about a 10-minute walk to Central Park.

For the apartments in the housing lottery, people who qualify have an income ranging from $38,572 to $218,010. Rents start at $960 for studios.
The list of amenities includes a rooftop terrace, bike lockers washers and dryers in unit, high-tech heating and cooling, a gym, storage, a party room, an outdoor walking path, an elevator and an accessible entrance, according to the listing.

Five percent of the units will be set aside for people with mobility disabilities and two percent of the units will be set aside for people with vision and hearing impairments.
Another five percent of the units will be set aside for New York City employees, and 20 percent will be set aside for people already living in the Upper East Side, according to the listing.
