Pair Of West Village Buildings Featured On Worst Landlord List
Tenants of two West Village building have the unfortunate reality of living in a property owned by two of the "worst landlords" in NYC.

WEST VILLAGE, NY — Tenants of two West Village buildings have the unfortunate claim of living in properties owned by a pair of the worst 100 landlords in New York City, according to an annual report by the Public Advocate's Office.
Public Advocate Jumaane Williams office on Tuesday released its "Worst Landlords Watchlist," which uses public data on housing violations to highlight the property owners in the five boroughs who keep their buildings in the worst shape.
The list is based on the average number of open violations recorded at each building between December 2021 and November 2022, according to the city's housing department.

Here are the two West Village addresses that were owned by landlords named among the 100 worst.
- 63 Perry St.: Landlord is Peter Tran
- 40 Grove St.: Landlord is Ivan Disla

63 Perry Street (Between Bleecker and West 4th streets)
The West Village address is owned by Peter Tran, who was ranked as the 75th worst landlord in New York City for 2022.
The 25-unit building has 102 HPD violations, but no active violations from the DOB or evictions in the last two years, according to the Public Advocate report.
There are more than two-dozen complaints about the address, including fire escapes being blocked, and claims that the landlord was converting two bedroom apartments into four bedroom apartments.
There are also dozen of violations related to construction work at the address given out by the Office of Administrative Trials and Hearings.
Tran owns six other buildings on the Landlord Watchlist, the majority of which are in Chelsea.

40 Grove St. (Between Bleecker and Bedford streets)
The West Village address is owned by Ivan Disla, who was ranked as the 37th worst landlord in New York City for 2022.
The 19-unit building has 75 HD violations, zero active DOB violations, and one eviction in the last two years, according to the Public Advocate report.
There is currently a partial stop work order active at the West Village building because of a violation, according to the DOB.
There are dozens of violations and complaints connected to the building, mostly related to construction work being done without the proper permits.
Disla has four other buildings on the Landlord Watchlist that are in the East Village, Brooklyn, and on the Upper West Side.
