Latimer Submits 2023 Westchester County Capital Budget

The county executive said the capital budget continues the county's strategic investment in infrastructure.

WHITE PLAINS, NY — Westchester County Executive George Latimer submitted his fifth capital budget to the county Board of Legislators for its review and consideration Thursday.

The 2023 budget includes investments in affordable housing, electric vehicles and charging infrastructure, recreational facilities, flood mitigation projects, sewer and water projects and paving of the Bronx River Parkway.

Latimer said the capital budget continues the county’s strategic investment in infrastructure.

“The overarching goal of this investment is to maintain our assets in a state of good repair, while at the same time supporting thousands of jobs within the county,” he said.

The proposed budget requests $662.5 million in new appropriations for 2023, broken down as follows:

  • $448.8 million for general county purposes.
  • $200 million for refuse, sewer and water districts.
  • $13.7 million for the Westchester County Airport.

According to a news release from the county, the county’s Bee-Line Bus System will get $95 million to buy hybrid buses and $18 million will be spent for electric vehicle charging infrastructure at county and municipal locations.

The Mamaroneck wastewater recovery facility was earmarked to receive $25.5 million for improvements. Water resource recovery facilities in New Rochelle and Yonkers would receive $20 million and $46.1 million, respectively.

A total of $90 million in the proposed budget is set aside for affordable housing. There will be $25 million for buying land and $15 million for infrastructure improvements.

The Westchester County Board of Legislators will receive the proposed capital budget and the proposed operating budget and are charged with passing the county budget by the end of December.
