
A 38-year-old White Plains man was arrested on a felony drug possession charge after he was allegedly found with a small bag of marijuana laced with PCP, or phencyclidine, earlier this month.
White Plains police arrested Cesar Lucien Jr. at about 3 a.m. on June 20 after he was allegedly found passed out in his car on Soundview Avenue. An officer was about to write a ticket for the car being parked on the street between 2 a.m. and 6 a.m. and noticed Lucien, who allegedly appeared to be under the influence of alcohol or drugs.
Lucien denied being under the influence, but could barely speak or stand when officers asked him to leave the vehicle, according to police. Officers said they saw a baggie filled with what they believed to be about 300 milligrams of marijuana soaked with PCP after Lucien left the vehicle.
