  1. In a 5-3 decision on Friday, the Winston-Salem City Council has selected William Patrick "Pat" Pate as the new city manager. The split vote, in part, reflected some council members' desire to promote Assistant City Manager Patrice Toney to the position, which would have made her Winston-Salem's first female and first Black city manager. Toney expressed disappointment, referring to the decision as a missed chance for a "historic vote," while council members in favor of Pate reported that he was the most qualified candidate.   2. A house fire on Saturday morning in Winston-Salem has left two individuals displaced, according to fire officials. The incident occurred in the 3800 block of Tiverton Drive, where authorities responded to reports of heavy smoke and a fire. A Facebook video shared by the Winston-Salem Fire Department revealed significant damage to the house, which was unoccupied at the time of the fire; officials confirmed that no injuries were reported.   3. In nearby Burlington, police have charged David Carraher, a 58-year-old man from Winston-Salem, with indecent liberties involving a child. Carraher was arrested after a thorough investigation and now faces a felony charge for the offense; he secured his release on the same day after posting a $150,000 bond.
