- Strangulation is a felony in 49 states, but not in Ohio. Senate Bill 90 was introduced last year and would strengthen penalties for strangulation. State Senator Nickie Antonio (D-Lakewood), the bill's co-sponsor, said that lawmakers have until the third week of December to get it passed and she is cautiously optimistic. (Fox 8 News)
