Rick Osborne Jr. Proposes To Build Office Buildings At Bellflower/Center St. Intersection
The Planning Commission previously approved the property for an assisted living facility
Richard Osborne Jr. would like to build three office buildings on the southwest corner of the Bellflower Road/Center Street intersection.
He is scheduled to show the Mentor Planning Commission his preliminary site plan this 7 p.m. Thursday at during the commission's monthly meeting.
The proposed office complex would consist of three 3,200-square-foot buildings and each building would be divided into two units.

Originally, the 7-acre property where the buildings would go, if approved, were zoned for single-family homes. However, in Nov. 2003, voters approved an initiative petition from Osborne to rezone it for business.
Osborne hoped to build an assisted living facility there.

In 2004, the Planning Commission approved a plan for a 114-unit assisted living facility and adult day care.
However, the rezoning did not include a caveat that only an assisted living facility could be built, the city of Mentor noted in its staff report to the Planning Commission.
"While the campaign literature suggested an assisting living facility would be constructed on the property, there was not a development plan associated with the rezoning," the report read.
An office building would still fit under the property's current zoning, the city said.
