Ganley Coming to Westlake, Bay Neighbors Say ‘No Noise, No Lights’

Ganley BMW received approval for the first step in bringing an auto dealership to the property that currently houses Enterprise Rent-A-Car on Sperry Road. And while no Westlake residents expressed concerns, a number of Bay Village resident of E. Oakland Road did.

Representatives from Ganley presented plans for a conditional use permit at the April 29 Planning Commission meeting to knock down the now-closed Enterprise building and build a new 43,000 sq.-ft. two-story building that will face Sperry Road and I-90.

The proposed new-construction building would have 35,000-sq.-ft. on first floor and 8,800-sq.-ft. on the second floor. The Enterprise building would be torn down. A timeline has not yet been established.

Planning Director William Krause said numerous conditions would be added including ensuring vehicle displays remained flush on the ground and the location, which is 400 yards from residential Bay Village, did not have a public address system. The conditions approved (see below) would transfer with property owners.

Krause also addressed the issue of flag size.

“One (condition) has to do with flags,” Krause said. “There’s no proposal for…a flag. A flag would need to be proportional based on U.S. Code. Not necessarily for this dealership but for future dealerships.”

Several residents on E. Oakland Road in Bay Village were in attendance and expressed concern over possible light and noise pollution.

“We’ve had some problems in the past with industries on Sperry as to noise and lighting,” E. Oakland resident Michael O’Boyle said. “We want to make sure there are no large tractor trailers coming in the middle of the night which would keep the residents awake on E. Oakland. That’s something we’d like to be assured of.

“It doesn’t affect residents in Westlake, but it does affect residents across the track.”

Evan O’Malley, also of E. Oakland, said he’s had “good luck” with Westlake about other construction.

“The lights, the noise, I’m just going to reiterate that I want to make sure this is being taken care of by council…,” O’Malley said saying he was concerned about back-up warning sounds from trucks at night.

A Ganley representative said the dealership will not accept deliveries after business hours and never on a Sunday.

Planning Commission member and councilman Dennis Sullivan said he wasn’t concerned there would be noise or lighting issues.

“I trust our regulation with lighting and that, we have this pretty well down,” Sullivan said.

Planning Commission approved the condition use plan 5-0. The dealership’s Development Plans were tabled until May.

Approved conditions attached to 24609 Sperry Rd:

.    Condition that no billboards are permitted on the property facing I-90 and that there are no trailers or trucks with advertising on them visible from I-90;

.    Condition that the exterior lights, other than security lights, are turned off thirty (30) minutes after the close of business hours;

.    Condition that there are no public address speaker systems installed or permitted;

.    Condition that any vehicle display areas are flush with the ground and not raised, are outside of any required setbacks, and are not located in the required front yard;

.    Condition that the site comply with Section 1223.11(k) regarding any flags displayed on the premises;

.    Condition that all vehicles are displayed and stored on approved hard surfaces within curbed areas as shown on a development plan approved by Planning Commission and Council;

.    Condition that the conditional use permit is only in effect once a development plan is approved by Planning Commission and 8. Condition to limit the hours of delivery to the hours of operation and no deliveries on Sundays.
