• Albany council adopts tax to boost affordable housing efforts (kval.com) — Starting January 1, 2026, Albany will phase in a new Housing Construction Excise Tax on residential, commercial, and industrial projects over $50,000 to fund affordable and needed housing. Rates will gradually rise through 2028, with at least 15% of residential CET revenue supporting low- to moderate-income homeownership, and city officials planning new incentive programs over the coming year.
