He had been in jail until last month after getting arrested in September by Portland Police who said that he had sped away when they tried to pull him over. The brief chase stopped when he ran into another car.

He has a record going back almost 23 years, getting arrested on drug and weapons charges as well as being charged with attempted robbery.

Police had locked down the building for almost 45 minutes after the victims were discovered as they searched for the man now identified as Stephens.
