Washington County Government: Terrace Glen Affordable Housing Bond Apartment Building Ground Breaking

The development is an integral piece to the neighborhood revitalization effort spearheaded by the Washington County Housing Authority.

The development will be comprised of two, 4-story buildings formed around an inner courtyard with a communal area with playground and barbeque area. The buildings will consist of studio, one, two, three and four-bedroom units. Rents will range from $483‐$1,408 per month. On-site services to support self-sufficiency and independence will be provided by the Immigrant and Refugee Community Organization (IRCO). EngAGE, a local nonprofit, will provide arts education to a multi-generational population, and HomePlate will provide services to the homeless youth between 18 and 24 years of age. Construction is scheduled for completion in June 2023.

The development is an integral piece to the neighborhood revitalization effort spearheaded by the Washington County Housing Authority. This public-private partnership is the largest of four Metro-bond funded developments to break ground in Washington County.

Washington County Chair Kathryn Harrington said, “It’s affordable housing projects like Terrace Glen that alleviate the burden of housing instability and increasing rent costs for our community members. Terrace Glen is going to make a BIG difference in the lives of 144 families. That’s the goal we keep striving for, knowing families are going to have greater financial security and stability living in safe, clean, and affordable housing.”

Terrace Glen is Related Northwest’s first Washington County development to break ground.

“We are grateful to partner with the Washington County Housing Authority to build critically-needed housing for 144 families and seniors. With the lack of supply of affordable housing, we are proud to be able to bring such an integral development to the community of Tigard,” said Ann Silverberg CEO Related Northwest.

“Terrace Glen on Greenburg Road in Tigard is an important development in our area, providing quality affordable housing for low- income individuals and families with amenities such as on-site open and communal space and great access to public transportation. Tigardians can be proud of this use of Metro Housing Bond and Transit Oriented Development funds to improve our livability,” said Gerritt Rosenthal, District 3 Metro Councilor.

Lenders and funders include Citibank, US Bank, Metro Housing Bond, Metro Transit Oriented Development, and Oregon Housing & Community Services. Architect is C2K Architecture; General Contractor is Walsh Construction Co; Construction Manager is GLI Advisors.

Terrace Glen Apartments is Related Northwest’s fourth development to break ground in Portland. The company has nearly 400 units under construction and more than 150 in predevelopment.
