(salemreporter.com) — Salem’s mayor remains the only city official contesting an Oregon ethics finding over a private serial meeting about the former city manager, while five councilors have accepted violations and letters of education. The case is reshaping how the council conducts public business and could influence future transparency for Salem residents.
   

• A unique library tucked away at Salem Health helps professionals and citizens (salemreporter.com) — Salem residents can tap into a free, research-backed medical library at Salem Hospital, offering everything from children’s health books to in-depth resources for doctors and nurses. Librarian Paul Howard has transformed the once doctor-only collection into a community hub, with thousands of titles, a teaching-focused education center, and expanded hours through early January so locals can explore health information in person or online.
   

• Oregon makes birth control easily accessible to Medicaid recipients (kgw.com) — Oregon officials in Salem have made it easier for Oregon Health Plan members to get birth control pills and emergency contraception directly from pharmacies at no cost, starting Dec. 16. The change uses a statewide standing order so Medicaid recipients no longer need a prescription, aiming to close gaps between private insurance and Medicaid coverage for reproductive health care.
