Whitpain Police Detain Philly Man Allegedly Stumbling in Middle of Road

Vandal Lucas, 36, was allegedly found drunk in the middle of Railroad Avenue Aug. 11, police said.

Whitpain Township Police said a Philadelphia man was found stumbling in the middle of Railroad Avenue Aug. 11.

Police said officers were on patrol at 1:21 a.m. in the area of Railroad Avenue and Oak Street, when they noticed Vandal Lucas, 36, of the 6300 block of N. Gratz Street, allegedly in the middle of the road.

Police stopped Lucas and found him allegedly intoxicated, police said. Lucas was charged with public drunkenness, police said.

Police also charged Lucas with disorderly conduct for alleged possession of a small amount of marijuana and paraphernalia, police said.
