Kerns told police he was driving north on Swihart and thought the car in front of him, which was driven by Hopkins, was going too slowly.

That’s when he told police he decided to pass the vehicle on the left-hand side of the road, on a curve.

Kerns told police that as he tried to pass, Hopkins swerved his vehicle to the left, trying to “run him off the road.”

The front end of Kerns’ vehicle collided with the back bumper of Hopkins’ twice—after which both men stopped their cars on Swihart and got out.

Kerns told police that Hopkins exited his vehicle and “was in a rage and came at him.”

The two men reportedly punched each other before Kerns said he put Hopkins in a headlock.

Hopkins, though, told police that he noted a vehicle tailgating him, which was when he applied his brakes to get the vehicle to back off.

He told police that he did not swerve to hit Kerns’ vehicle, and said that when he approached Kerns, that’s when he was punched in the face.

Cecil police said regardless: Kerns was charged with disorderly conduct and reckless driving. Hopkins was charged with disorderly conduct and careless driving.
