Bristol Township Names New Police Chief

Bristol Township Police Chief Robert Coulton has retired. A lieutenant was promoted to replace him.

BRISTOL TOWNSHIP, PA — Lt. Charles “C.J.”Winik, Jr. has been appointed as the township's new police chief, replacing Robert Coulton, who is retiring after a decade of service.

Winik will be formally sworn in during the Bristol Township Council Meeting on July 17.

Township officials on Monday announced his appointment. His tenure began on Tuesday.

Winik climbed the ranks of the Bristol Township Police Department over his career, serving in many capacities. They included Patrol Officer, Field Training Officer, Sergeant, SWAT, and Lieutenant.

Winik also serves as the police department’s public information officer. With 19 years of experience, Winik also oversees both the Criminal Investigation Division and Administrative Services.

His leadership has been instrumental in advancing complex investigations and ensuring department-wide operational excellence, officials said.

A graduate of Northwestern University’s School of Police Staffing, Winik brings to his new role "a clear focus on measurable outcomes, employee development, and collaborative leadership."

His promotion reflects a career committed to public safety, professionalism, and meaningful community engagement.

“I am truly humbled and honored to be appointed Chief of Police for Bristol Township,” Winik said. “This community means a great deal to me, and I am committed to building on a strong foundation already in place.”

Winik’s promotion follows the retirement of Coulton, who led the department for the past 10 years.

Under his guidance, the Bristol Township Police Department strengthened its community relations, modernized policing practices, and upheld an unwavering commitment to public trust and safety.

“Chief Coulton’s impact will be felt for years,” Township Manager Randee Mazur said. “We thank him for his service, and are confident that Chief Winik will continue to guide the department forward with vision, integrity, and dedication.”

Police Chief Coulton also shaped the department through his hiring process, leading to the biggest hiring spree over the last 10 years. Of the current police staff. 63 percent were hired under Coulton.
