Alleged Driveway Seal Scammer Apprehended by Police
Luigi Frank was apprehended by Philadelphia police late Thursday night. He was wanted of several charges in connection with a driveway sealing scam against two elderly residents in Lower Providence.
Lower Providence Police have announced the arrest of Luigi Frank, in connection with a pair of recent incidents involving a driveway sealing scam against elderly residents.
Frank was apprehended by Philadelphia police late Thursday night, according to the Lower Providence Police Department. He is charged with burglary, theft by deception and deceptive business practices.
The incidents for which Frank was wanted occurred in late August and early May, police said.
