Council Rock Board To Vote On New 5-Year Superintendent Contract

NEWTOWN, PA — The Council Rock School Board has come to a new five-year contract agreement with Superintendent Robert Fraser. The board will vote on the agreement during a meeting on Jan. 23.

The contract will retain Fraser through 2025, at a salary of $220,000 in 2020. Starting in 2021, his salary will increase by a percentage equal to the base statewide Act 1 index. The annual salary increase can not be less than 2 percent or greater than 3 percent. You can see the full contract draft here.

“We are pleased to announce an agreement with Dr. Fraser and are thankful that our Council Rock students, community and staff will continue to benefit from his exceptional leadership,” Andy Block, CRSD board president, said in a statement. “Over the last four-and-a-half years, Dr. Fraser has proven to be a highly effective administrator with a clear, long-range vision to ensure our district remains one of the finest in Pennsylvania.”

The board, in its statement announcing the agreement, said Fraser’s leadership of the district’s long-term capital plan, the successful redistricting effort, and the creation of a new four-year strategic plan demonstrates he will meet the challenges ahead.

"During Fraser’s first contract period CRSD experienced improved student outcomes, security and safety upgrades, improved long-term financial planning and agreement on new multi-year contracts with the district’s bargaining units: the Council Rock Education Association and the Council Rock Educational Support Professional Association," the announcement said.

Fraser joined Council Rock in 2015, after serving as assistant superintendent in the West Chester Area School District. He's also the former principal of Fred S. Engle Middle School in the Avon Grove School District and served as a teacher and administrator in various Maryland public schools for several years.
