Here are the top stories today in Philadelphia:

  1. Philadelphia is poised to bar its cops from pulling drivers over for minor traffic violations, becoming the first major U.S. city to enact this legislation. The Driving Equality Bill, passed earlier this month by the Philadelphia City Council, could be signed as early as this week. The package of bills would classify vehicle registration infractions, broken brake lights, and flouting inspection evidence regulations as "secondary" violations, meaning police would be prohibited from pulling motorists over if those traffic infractions are observed. Cops would still be able to stop drivers for more serious "primary" violations. (New York Post)
  2. After years of planning and construction, Penn Medicine opened its brand new hospital, known as The Pavilion, on Saturday. Hospital staff escorted over 400 patients from the Hospital of the University of Pennsylvania to The Pavilion, where all future emergency care will take place. The Philly-based institution cost $1.6 billion and has 1-and-half million square feet of space stretched through 17 stories, as well as a projected 10,000 employees on staff. (CBS Philly)
  3. A man has been arrested for shooting his girlfriend and his one-year-old daughter in the Kensington section of Philadelphia. 34-year-old Desmond Bruson is accused of shooting the 33-year-old woman and child in a home on the 1100 block of South 56th Street. Bruson apparently had told police he left the house for 10 minutes and "found the victim unresponsive in the second-floor bedroom bleeding from the nose" when he got back. The woman was rushed to Penn Presbyterian Hospital with two gunshot wounds to the back in critical condition; the baby was expected to survive. (Northern Highlands Daily Voice)
  4. Two men were injured when their home suddenly collapsed on Saturday night in the Point Breeze section of Philadelphia. According to authorities, the two men were inside the residence when a wall suddenly gave way. One man slid down the debris to the street, while the other was rescued by firefighters. The two suffered minor injuries and are expected to recover. (WPVI-TV)
  5. The Archdiocese of Philadelphia's Superintendent of Secondary Schools, Sister Maureen Lawrence McDermott, has resigned from her position due to health concerns. Sister McDermott became superintendent of secondary schools for the Archdiocese of Philadelphia six years ago, previously working as the principal of Bishop Shanahan High School in Downingtown. Her resignation will take place effective Nov. 5. (PhillyVoice.com)
