Philly Man Wrote 'Guide' On Having Sexual Relationships With Kids: AG

Authorities said the man had child sexual abuse material files on his devices and wrote a "guide" on having sexual relationships with kids.

PHILADELPHIA — A Philadelphia man has been accused of writing a "guide" on how to have sexual "relationships" with children, according to authorities.

Pennsylvania Attorney General Dave Monday said Abdiel Mendoza, 31, of Philadelphia, is charged with numerous felonies after Office of Attorney General agents served a search warrant last week.

The AG's General’s Child Predator Section conducted a proactive investigation into online sharing of lewd materials and tracked the conduct to Mendoza, authorities said.

A search warrant was served at his Griscom Street home, where a computer and cellphone were seized.

Agents found several child sexual abuse material files that Mendoza was sharing on peer-to-peer online platforms, according to authorities.

They also found a 170-page PDF file, titled, "How to Practice Child Love," which was described as a how-to guide on engaging in a sexual relationship with a child, the AG's office said.

"The materials found in this case are deeply disturbing and involved a level of depravity that prompted swift and efficient actions from our Child Predator Section," Sunday said. "Sexual contact or sexual exploitation of children is criminal behavior, and prosecuting offenders is a top priority of this office."

Mendoza is charged with 23 counts of child pornography related crimes and criminal use of a communication facility, court records show.

He was released after posting 10 percent of $50,000 bail and is scheduled for an Oct. 15 preliminary hearing, according to court documents.
