  1. If Transport Workers Union Local 234 and SEPTA do not reach an agreement and workers strike, the School District of Philadelphia said its building will be open for in-person learning. A strike looms for Monday if the union and SEPTA don't negotiate a new contract by the end of the day Sunday. Students who are currently assigned to a bus or van route will continue to receive transportation services.(Philadelphia Patch)
  2. A mother and her baby were shot after someone opened fire inside a Southwest Philadelphia home as the woman’s four children were inside. The shooting around 1:50 a.m. Thursday on the 1100 block of S. 56th Street in the Kingsessing neighborhood left the woman with two gunshots to the back. The woman's 1-year-old daughter was shot once in the stomach. (NBC 10 Philadelphia)
  3. Two winning Pennsylvania lottery tickets worth $128,000 and $550,000 were sold in Philadelphia. The winning Treasure Hunt ticket from the Saturday, Oct. 23 drawing was sold at 7-Eleven on West Passyunk Avenue. The 7-Eleven will receive a $500 bonus for selling the winning ticket. (Daily Voice)
  4. Officials with the School District of Philadelphia announced a new plan to address student safety amid a rash of gun violence near schools. Chief of School Safety Kevin Bethel unveiled the safe path program at district headquarters on Thursday morning. The program includes using $750,000 in grants to pay community organizations for increased supervision of students on their way to and from school. (WPVI-TV)
  5. Police were investigating a shooting on Interstate 95 in Philadelphia on Thursday morning. Officers were speaking to a driver on the on-ramp to Aramingo Avenue in the Port Richmond neighborhood after the driver got off the interstate when shots rang out around 6 a.m., police said. Philadelphia Police Department officers, as well as Pennsylvania State Police troopers, could be seen speaking to at least one person on the side of the road. (NBC 10 Philadelphia)
