In March of 2022, members of the Chester County Detectives Drug and Organized Crime Unit and the High Intensity Drug Trafficking Areas began investigating allegations about a man from West Philadelphia known as “Mills” or “J,” who made drug deliveries to people in Chester County and surrounding areas.

During the investigation, police got his phone number and found the vehicle he operated during the drug deliveries.

“Mills” was later identified as the defendant, Walter Williams.
