The vehicle is registered to John Culmer, also of Philadelphia, according to police.
Hernandez was charged with driving without a license and careless driving. Culmer was charged with permitting an unauthorized person to drive.
Whitemarsh Fire Marshal Matt McCloskey and Plymouth Deputy Fire Marshal Jim Behr condemned the building due to the damage and being unable to gain access to the second floor.
Businesses on the second floor include Guess Associates, CLP and Anago.
As of Monday afternoon, there is plywood blocking the damage to the building, and yellow signs in the door that state the structure is declared unsafe for human occupancy or use.
“It is unlawful for any person to use or occupy this building after April 28,” according to the document, signed by McClintock.
There was activity in the building on Monday, including a sign that said Beyond Chiropractic was open for business. There was also activity on the second floor, and employees were in Kumon Learning Center.
A call to McClintock was not returned as of the publication of this article.
