Before being elected to Congress, Evans served the 203 District in the Pennsylvania House of Representatives from 1981 to 2016. He also ran for mayor of Philadelphia, lieutenant governor, and governor, all failed bids.
Harvey has some experience in the political sphere. He is a Philadelphia Committee Person and a Ward Chairperson, as well as a West Philadelphia Block Captain.
Harvey takes an anti-abortion stance, opposes socialism, supports police, and opposed shutdown orders in Pennsylvania due to the coronavirus.
He has called Philadelphia Mayor Jim Kenney and Pennsylvania Gov. Tom Wolf "derelict" for failing to stop unrest, looting, and violence in Philadelphia during George Floyd protests.
Harvey recently weighed in on the police killing of Walter Wallace Jr. in West Philadelphia.
"Sure, the initial use of tasers should have been the first resort to stop this young man," Harvey said. "But, also, we need to question how, under 30 years of Democrat rule in Philadelphia, are our police officers being trained. This can't be blamed on Trump or even Republicans in the City of Philadelphia. This oppositional culture has festered and continues to thrive under Democrat governance."
Harvey ran for the 190 District seat in the Pennsylvania House of Representatives in 2019, but came in last with just 2.2 percent of the vote.
Meanwhile, Evans' time in Congress has been marked by a few key moments.
Evans supported the impeachment of President Donald Trump and opposed Amy Coney Barrett's nomination to the Supreme Court. He opposed a House Resolution that amended the definition of "crime of violence" which includes fleeing a police officer in a vehicle or on foot.
Evans also introduced legislation banning Confederate monuments on federal property following the events that occurred in Charlottesville, Virginia in 2017. "We should not be using taxpayer dollars in any way to contribute to this type of racist, white-supremacist type of behavior," Evans said of Confederate monuments.
He recently introduces his plan titled "Making Housing Matter." The plan would provide both immediate relief and long-term funding for renter and homeowner aid.
According to GovTrack.us, Evans missed 28 of 2,176 roll call votes, which is 1.3 percent of votes, from November 2016 to October 2020. That 1.3 percent is better than the median of 2.3 percent among the lifetime records of representatives currently serving.
