Help Wanted: Leetsdale Seeks to Hire Borough Manager

Leetsdale is looking to hire a new manager to help with the administration of borough operations.
The position is currently posted on the borough’s homepage and is set to be advertised in Pittsburgh newspapers the next two Sundays.
The Pennsylvania Department of Community and Economic Development is handling applications for the borough, and using a blind matrix process that assigns candidates numbers rather identify them with names. Â

Council President Joseph McGurk couldn’t immediately be reached for comment.
Borough Secretary Elizabeth Petalino said council plans to review and interview applicants based on their qualifications. The deadline to apply is Friday, Aug. 23.

McGurk and other council members have taken on administrative duties a borough manager would typically handle based on committee assignments.
Leetsdale's manager position bears a troubled history. Former Manager Paul Scimio was hired in 2010 amidst criticism that the job hadn’t been sufficiently advertised and that few others a chance to apply.
Scimio was furloughed in January 2012 after newly elected council members—who campaigned on a platform to eliminate the position—made good on their promise and dissolved the manager and junior clerk roles.
Petalino was reinstated as senior clerk and continues to handle secretary and treasurer duties, such as postage and bookkeeping. But Petalino said her duties are vastly different from what a manager does.Â
Job RequirementsÂ
Applicants must have a minimum of two years work experience in municipal government or transferable experience and skills.
Qualified candidates should also have hands-on experience with supervision and administration of borough operations, including but not limited to financial and human resource management, public works, union contract negotiation, code enforcement, and planning and zoning.
The salary is negotiable and commensurate with qualifications and experience. A benefits package is also included.
