Murder, More Charges Filed Against Accused Delco Mosque Shooter: DA

UPPER DARBY, PA — After a 65-year-old man was killed outside a Delaware County mosque in October last year, authorities have filed first degree murder and related crimes.

The Delaware County District Attorney's Office confirmed to Patch that an arrest was made in connection with 65-year-old Mohammad Mahabub Rahman's killing outside the Masjid Al Madinah Islamic Center in Delaware County.

Herman Stigall, 20, of Philadelphia, is charged with first degree murder, homicide, robbery, possession of an instrument of crime, and a firearm violation, court records show.

Rahman was shot and killed at about 7:45 p.m. on Sunday, Oct. 19, 2023 outside the mosque on the 200 block of 69th Street in Upper Darby during a carjacking that led to a violent struggle, Upper Darby Police said.

A few days after the shooting, Upper Darby Police released an image of the person they believed was responsible for the deadly shooting.

Police learned the shooting suspect had a warrant for an armed robbery at the King of Prussia Mall that occurred Oct. 30, 2023 and identified him as Stigall. They then found out he was driving a Nissan Altima.

Authorities later saw the Altima at 69th and Market streets in Upper Darby and tried to stop the vehicle, but Stigall fled into Philadelphia, where he abandoned the vehicle on Interstate 76.

Stigall was eventually taken into custody by Pennsylvania State Police on Martin Luther King Jr. Drive.

Police said Stigall had a handgun and a cellphone on him, and that that gun was later confirmed to be the same weapon that was used to kill Rahman. The gun is a "ghost gun," police said.

Additionally, police believe the same clothes Stigall was wearing at the time of Rahman's killing were in the Altima and are analyzing DNA found on the clothing.

About 150 people were praying in the house of worship at the time of the shooting.

Rahman's vehicle was taken and later found on the 800 block of Cecil Street in Philadelphia.

Police said Rahman was married and had children and was employed by the Philadelphia prison system.

Stigall is also charged with attempted murder, aggravated assault, and more crimes in connection with a Dec. 30 incident in Upper Darby, court records show.

His preliminary hearings are scheduled for Jan. 8, according to court documents.
