Nearly $400K Is Approved For Tredyffrin Stormwater Fee Planner

Officials estimate that the fees won't be collected from residents until the spring of 2024 at the earliest.

TREDYFFRIN, PA —Tredyffrin Township supervisors this week hired Jacobs Engineering for $397,963 to develop a proposal to implement a stormwater fee.

The decision to implement a fee for the taxpayers followed two public hearings in which residents complained about flooding issues throughout the 19 square-mile township.

During the extreme weather conditions last summer from Tropical Storms Fred and Ida, the township office received numerous calls from property owners about flooding and other issues.

A total of 12 inches of rain was reported in less than two weeks.

Fred dumped 4 inches in 1.5 hours and 3.56 in one hour. Ida dumped more than 8 inches of rain.

Supervisor Murph Wysocki said that the fee plan must be implemented as soon as possible.

The earliest estimate provided is May 2024.

Stephen Burgo, township engineer, said in a memorandum to the supervisors that the township needs a reliable source of income to continue the high level of service to the residents.

To date, he said, the stormwater management program is running piece-meal with both public and private funds.

He said that method is inefficient in light of all of the stormwater needs of the township.

The engineer said Jacobs was the low bidder and best option to provide the roadmap for implementing stormwater fees.

During the two public hearings, the residents mostly favored the fee and spoke out against selling the township’s sewer plant for $75 million Aqua Pennsylvania.

Jacobs Engineering,based in West Chester, provided a 62-page proposal for the fee plan.
