Tredyffrin Stormwater Management Plans Moves Ahead

Officials estimate residents will not receive the first bill until 2025.

TREDYFFRIN TWP, PA - The township board of supervisors Tuesday night authorized the township staff to develop a proposal to implement a stormwater fee for residents.

Joseph F. DiRocco, assistant township manager and finance director, said the actual fee will not likely be imposed until 2025.

DiRocco provided an early estimate of an annual budget of $1 million for employees and equipment necessary for stormwater management.

The decision to implement a fee for the taxpayers following two public hearings in which residents complained about flooding issues throughout the 19 square-mile township.

During the extreme weather conditions on Aug. 18 and 19 and Sept. 1 from Tropical Storms Fred and Ida, the township office received numerous calls from property owners about flooding and other issues.

A total of 12 inches of rain was reported in less than two weeks. Fred dumped 4 inches in 1.5 hours and 3.56 in one hour. Ida dumped more than 8 inches of rain.

DiRocco provided the status of flood reduction projects:

  • Funded: Strafford Park Basin Crabby Creek;
  • Seeking Additional Funds: Bair Road infiltration, Gregory Lane/Jenkins Arboretum;
  • Partially Funded: Woodcrest, Willis, Upper Weadley infiltration;
  • Needs Funding: Teegarden Park/Crabby Creek Park Street Restoration and Rain Garden, Irish/Howellville Road drainage improvements, Valley Hills/Pennington Roschlosch drainage improvement; Hickory/Old State Road SW drainage improvement.

Infrastructure replacement projects:

  • Funded: West Valley Road drainage, Pugh Road Culvert, Chesterbrook Boulevard Culvert wall;
  • Seeking Funding: West Circular Avenue drainage improvement.
