Developer Could Build Private Road to Willowbrook Estates
A developer planning to build several homes off of Willowbrook Road is considering making the connection a private street if it can't get approval from neighboring homeowners to open up roadway.

A developer planning to build several homes off of Willowbrook Road is considering making the connection a private street if it can’t get approval from neighboring homeowners to open up roadway.
The developer laid out an amended plan during the Upper St. Clair commissioners meeting Monday night that would continue with home construction, but make the connecting road on Willowbrook a private road that isn’t maintained by the township.
The development plan contains 16 new lots and one parcel on property located at 2534, 3550, 2554 and 2560 Willowbrook Road owned by the estate of Stephen and Mae Curtis.

The road would instead be built and maintained by the homeowners’ association. Any roadway repairs and plowing would have to be contracted out.
The developer has said it is trying to get approval from four property owners that surround the cul-de-sac area, but it has had to change the plans since only one of the residents has agreed to open the road.

“This is an extremely unique situation,” Upper St. Clair Township Manager Matthew Serakowski said.
The homeowners opposing the opening of Willowbrook Lane said they are concerned about how the development might impact stormwater runoff and the area’s privacy.
The development could proceed if the road is private, but the township commissioners suggested the all sides meet to discuss how to resolve the conflict.
A second public hearing on the issue will be held May 6 and the commissioner could take action during the meeting.
