Bucks Co. Men Vandalized Police Cars During Protest: State Police

LEVITTOWN, PA — Two men and one juvenile from Bucks County are among six people accused of vandalizing police vehicles during Philadelphia racial justice protests in May.

Luke Manning Cossman and Steven Michael Anderson, both of Levittown, and a juvenile from Croydon were part of a group that became violent during what had been peaceful protests on May 30, according to Pennsylvania State Police.

That group started damaging two marked Pennsylvania State Police cars that were parked on Vine Street, according to police. They used a hammer, skateboards, a scooter, bike locks, crowbars and other tools to damage the cars, as well as punching and kicking them, police said.

State police said the cars also were spray-painted by members of the group and that police equipment and personal items were stolen from inside them.

An investigation followed and, on Wednesday morning, state police served two search warrants in Philadelphia County and three in Bucks County. Crossman and Anderson were taken into custody Wednesday, while the juvenile was already incarcerated, police said.

Sammy Rivera and Francisco A. Reyes, of Philadelphia, also were arrested Wednesday and William Joseph Besaw, of Souderton, was also already incarcerated.

The accused will face criminal mischief, vandalism and theft charges, police said Wednesday.

That day, Philadelphia Mayor Jim Kenney set a mandatory curfew after property damage, fires and looting in the city.
