Chester County Libraries Make Slow Return To Open Browsing

Chesco libraries are moving from no-contact curbside pick-up to inside pick-up and browsing in some places.

CHESTER COUNTY, PA — Chester County's library sites are moving to inside pick-up and browsing, many making changes in July. Inside browsing is allowed at about half of the county's libraries. Computer access is also open at half the library system's sites; allowances of use vary based on space.

Paoli Library will permit in-library hold pick-up starting July 13. Like Paoli, Phoenixville Public Library will allow in-library hold pick-up starting July 13, as well as computer access, but will not permit inside browsing. Tredyffrin Public Library will allow the in-library pick-up only, starting July 13. West Chester Public Library opened for browsing and computer access on June 29, while many Chesco libraries held off until July 6.

Malvern Public Library has yet to announce any changes beyond the curbside pick-up. It is holding off on any indoor public use.

The varied restrictions are based on different building space, and how that allows for 6-foot distancing, according to the Chester County Library System website. Staffing availability and other factors also influence the manner in which a local library might safely operate.

"Our goal is to provide the library services you need while mitigating the risks, the best we can, for everyone," said Joe Sherwood, Executive Director of the Chester County Library System. Sherwood added, "Please understand, the state is still restricting our in-person services. So, for now, our virtual services will continue. We continue cleaning our buildings, setting up appropriate social distancing markings, installing sneeze guards, and much more."

The public may check the library's website before visiting to see what restrictions are in place. Each library has specific procedures to follow after library users receive notification that items are ready. Sherwood noted that once a library moves to in-person service, its curbside service may change.

In order to comply with CDC guidelines, all materials that are returned are subject to a 72-hour quarantine. Chester County libraries will not charge fees while materials are in quarantine. Staff will not check in quarantined materials immediately, so returned items will not appear electronically as "returned" until after the quarantine period. Library card expiration dates have been extended until Sept. 1. The expiration date may be extended.
