Child Rape Charges Filed Against A West Chester Man
The victim reported to police that she was sexually assaulted on a regular basis until she was 14, police said.

WEST CHESTER, PA — A 39-year-old West Chester man is in Chester County Prison Thursday in lieu of $500,000 bail on charges of raping a young girl for nearly a decade.
Lucino Ochoa-Mena was arraigned before District Judge Marc J. Lieberman on 10 counts of rape, involuntary sexual intercourse, aggravated indecent assault, and other charges.
West Chester police said a child victim reported in March that she was sexually assaulted numerous times by the suspect, beginning when she was age 5 to 7 and concluding when she was 14.

The child said she was sexually assaulted in her home and at numerous places in the borough.
The victim reported that the suspect would touch her all over her body on top of her clothing and under her clothing and force her to perform sex acts, according to police.

Under Pennsylvania law, rape of a child carries a sentence of up to 40 years in prison and a $25,000 fine.
Sex offenders convicted of rape of a child are required by law to be evaluated by the Pennsylvania Sex Offender Assessment Board to determine if they are sexually violent predators.
The state’s Sex Offender Registration and Notification Act required violent predators to receive treatment and to register their whereabouts with state police for the remainder of their lives once released from prison.
