Man Admits Taking $1.8M From Homeowners In Uwchlan, E. Goshen

An East Marlborough Township man pleaded guilty to embezzling $1.8 million from eight homeowners' associations in three states.

WEST CHESTER, PA — A man who provided management services to homeowners associations in three states has admitted he embezzled $1.8 million from his clients by making unauthorized transfers of money.

William C. Huyler III, 41, of East Marlborough Township, pleaded guilty to 53 felonies connected to approximately $1.8 million he misappropriated from eight homeowners associations in Pennsylvania, New Jersey, and Delaware, according to the Chester County District Attorney's Office.

The affected homeowners' associations were in East Goshen, Uwchlan, Upper Merion, and West Norriton townships in Pennsylvania, and in Marlton, NJ and Kent County, Del.

Huyler provided management services to nearly two dozen homeowners associations as the owner of East Hill Property Management, LLC. Between January 2017 and November 2018, Huyler made unauthorized transfers of homeowners association funds between corporate, personal, and client bank accounts.

The District Attorney report said he concealed his activities by sending false and misleading communications with victim association board members and bank representatives, laundering money through multiple bank accounts, making false entries on memo lines of checks, and producing and distributing forged documents. These deceptive activities added up to approximately $1.8 million taken from homeowners, the D.A.'s report said.

Much of the illegal activity took place in the defendant’s East Marlborough home. The defendant used the money he stole for his company, East Hill Property Management, or personal purposes, the report said.

Chester County District Attorney Deb Ryan said, "Thousands of unsuspecting homeowners hired this defendant through their homeowners' associations to perform a service. Instead, he blatantly stole from them to perpetuate his fraudulent lifestyle and, in the process, broke people's trust."

Huyler faces significant time in state prison when he is sentenced at a later date, the D.A. said.

Judge Ann Marie Wheatcraft presided over the case.

Upper Merion Police, West Norriton Police, Glassboro, New Jersey Police, and Chester County Detectives investigated.

Deputy District Attorney Ron Yen and Assistant District Attorney John McCaul were the prosecutors in Chester County.
