Ex-Chester County CFO Indicted On Tax Fraud
A warrant was issued by the U.S. Attorney's office for 68-year-old David L. Shull formerly of West Chester on tax fraud charges.
PHILADELPHIA, PA — A 68-year-old former chief financial officer of an Exton-based adult daycare was indicted by a U.S. District Court grand jury here on charges of failing to pay employment taxes for over 50 employees for four years.
Former West Chester resident, David L. Shull, of Largo, Fla., was indicted on six counts of failure to pay employment taxes for 2013 through 2017.
A warrant was issued on Thursday, April 20, for Shull’s arrest.

The indictment did not provide the name of the company or the total amount of the unpaid taxes.
Shull was legally obligated to withhold payroll taxes from wages paid to the company’s employees and was responsible to pay these taxes to the Internal Revenue Service, according to the indictment.

According to the indictment:
- Shull had control over the company’s financial affairs, including employment and trust fund taxes.
- From 2013 through 2017, Shull caused the care facility to file only one 941 federal tax form for the second quarter of 2013, despite during this period, the care facility had approximately 53-67 employees.
- Shull also did not report taxes for trust fund wages to the Internal Revenue Services for the employees over the same timeframe.
The case was investigated by the Internal Revenue Service.
