Guilty Of Drugs Crimes in 2015, West Chester Man Is Again Accused
Charged with felonies of possessing and selling controlled substances, the man was released on $25,000 unsecured bail.

WEST CHESTER, PA — A West Chester Borough man is charged with delivery and possession of cocaine after a West Chester Police investigation.
Thomas Plumb-Hinde, 26, of 140 W. Market St. in West Chester, had been under investigation by West Chester police and other police departments.
He had served a prison sentence after pleading guilty in 2015 to two drug charges.

As a result of this investigation, a warrant was issued for Plumb-Hinde. Plumb-Hinde was taken into custody without incident at 8 p.m. on Aug. 20, police said. He was arraigned before Judge Tartaglio at District Court 15-1-02 and was released on $25,000 unsecured bail.
Plumb-Hinde faces three felony charges of delivery of a controlled substance and three felony charges of criminal use of a communication facility. Court records say the offenses on which the charges are based happened in December 2019.

Plumb-Hinde also faces three misdemeanor charges of possession of a controlled substance and three counts of possession of drug paraphernalia.
The West Goshen Police and the Westtown-East Goshen Regional Police departments assisted the West Chester Police Department in the investigation.
In 2015, in the Chester County Court of Common Pleas, Plumb-Hinde plead guilty to possession with intent to deliver, and possession of a controlled substance. He was sentenced and confined at Lakawana County Prison, and released after serving sentences for those crimes.
Earlier this year, Plumb-Hinde plead guilty in court to driving an unregistered vehicle. He was found guilty in July 2020 of consumption or possession in a motor vehicle and in March 2020 plead guilty to driving an unregistered vehicle. In 2014 he plead guilty to driving without a license, and to operating a vehicle without valid inspection.
