Chester County District Attorney Deb Ryan said, "The victim's courage in coming forward and testifying during this trial is a true testament to her fortitude. She is brave and we stand with her in our pursuit of justice."
The District Attorney's report said in August 2018, the victim contacted the business where Fratangeli worked to cancel an appointment for contracted work at her home. Fratangeli texted her the following day, and the two began exchanging texts. The victim agreed to meet the defendant at a Target in Lionville on Aug. 15, 2018, but told him they would not have sex, the report said.

After meeting, the two drove to the victim's house, where the defendant sexually assaulted the victim despite her refusal. When Fratangeli left the residence, he told the victim he was sorry, the D.A.'s report said.
Ryan said in March, "The defendant took advantage of a business relationship to seduce the victim, then raped her when he got inside her home. The victim had the wherewithal to go to the emergency room and have police contacted immediately."
Downingtown Police Department handled the investigation. Assistant District Attorneys Kathleen Wright and Nicole Morley were the prosecutors.
