Man Sold Puppies On The Streets Of West Chester: Police

Authorities said the puppies were sold at numerous locations over the course of several days.

WEST CHESTER, PA — A West Chester man has been arrested after police said he sold puppies on the streets of West Chester.

Noah E. Norman, 27, of Downingtown, has been charged with various dog law violations, including the unlawful selling of dogs and improper caring for dogs.

The incidents occurred between August 28 and August 31 at various locations around the borough.

Police said they responded to each incident and gathered descriptions of the puppies and of Norman himself.

They eventually tracked down Norman after an analysis of evidence, interviews, surveillance videos, and consultation with an SPCA Law Enforcement Officer.

Norman was arrested on Sept. 9.

A preliminary hearing is forthcoming.
