CHESTER COUNTY — A Pennsylvania trooper was arrested Friday on charges of forcing a motorist off the road at the entrance of Longwood Gardens in Kennett Township and firing a weapon while off-duty on Dec. 28.

David Levy, 36, of Kennett Square, is free on $20,000 after being arraigned before District Judge Marc Liberman in West Chester on charges of official oppression, recklessly endangering another person, and possessing instruments of crime.

Levy served as a state trooper since February 2021 at the Troop-K Media barracks in Delaware County.

Ryan said the suspect betrayed his sworn oath by endangering others on the road with his reckless conduct.

“After he dangerously forced a car off the road, he used his badge and his gun to frighten and intimidate a family on their way to see the holiday lights at Longwood Gardens," the district attorney said in a prepared statement.

“We will never tolerate this criminal behavior, especially from law enforcement.”

According to county detectives:

  • As the victims drove off the ramp to Longwood Gardens, the suspect drove on the grass, blocking the lane for other drivers.
  • He then activated his four-way lights. The witness said they heard a shot being fired.
  • The suspect reportedly accused them of cutting him off, identifying himself as a trooper.
  • When a passenger screamed that she was calling the police, and there was a dash camera in her car, he fled.
  • Police later searched Levy’s car and found a bullet hole in the dashboard and shell casings in the center console.
  • Police said they later learned Levy was drinking alcohol in a tavern in Aston.
