Video Caught Chesco Man Striking Dog With Board: Police
A Chester County man is charged with animal cruelty after being seen on surveillance video throwing a board at a dog, according to police.
NEW GARDEN TOWNSHIP, PA — A Chester County man was charged with cruelty to animals after police said he was caught on surveillance video throwing a wooden board at a dog.
James L. Lucas, age 44, of Toughkenamon, was charged with cruelty to animals and criminal trespass, following a call for an incident caught on surveillance.
According to a report from Southern Chester County Regional Police,the video recorded on Sept. 7 around 6 a.m. showed Lucas spinning his vehicle tires in a parking lot in the 1000 block of Newark Road in New Garden Township.

Lucas is then seen getting out of his vehicle with a wooden board and chasing a dog into the building, the police report said. He then threw the board at the dog, striking it, according to the report.
Police said when they contacted Lucus, he admitted he "lit" his tires up, but denied chasing or striking the dog. When police told him the incident was captured on video, he admitted striking the dog, police reported.
